MSME-TESTING CENTRE, NEW DELHI (Formerly
Regional Testing Centre (Northern Region), New Delhi was set
up in mid’70s under Govt of India,
Ministry of MICRO, SMALL & MEDIUM ENTERPRISES,
to provide testing and calibration facilities
to small scale industries with 4 Sectional
Laboratories under its auspices viz.
Electrical, Mechanical, Chemical and
Metallurgy. MSME-TESTING CENTRE, NEW DELHI (Formerly
Regional Testing Centre (Northern Region), New Delhi is committed to render
timely Testing and Calibration Services
to its client as per specified requirements.

This Centre covers the whole Northern
Region i.e. the State of Haryana, Himachal
Pradesh, Jammu & Kashmir, Punjab,

Delhi and Union Territory of Chandigarh.

to carry out the main functions of
office as per the directions of the

The
financial powers of Head of the office
are outlined in delegation of Power
Rules DFPR 1978. The general financial
rules lay down the procedure to be followed
for exercising the powers in DFPR. The
administrative powers are contained
in Financial Rules/Service Rules/Leave
Rules etc. The administrative and financial
powers in the day to day management
of the office are vested with the Head
of the office. The technical officers
in MSME, New Delhi do not enjoy financial
powers or administrative powers unless
otherwise they are declared as Head
of the office.

duties of the technical officers are
as under.
1.
Additional Industrial Advisor &
Director
- Planning and executing
work related to testing and calibration
services to the small scale industries
- Periodic review of proper
maintenance of quality system
- Provision of resources
as per identified needs
- Monitoring compliance
of quality policy and objectives
- Monitoring of complaints
and feedback received and their disposal
- Provide direction for
suitable corrective and preventive
action
- Take action for up gradation
of laboratory facilities
2. Deputy
Director
- Divisional Head to
look after all the work related to
the Division.
- To meet the customers
with regard to testing of their samples.
- To distribute the work
to the Testing Officers.
- To supervise the Testing/Calibration
Jobs carrying out by the Officers.
- To contact and liaison
with Parties for receiving Jobs from
them.
- To prepare the purchase proposal
for Capital Goods and Raw Materials.
- Maintaining confidentiality
of clients information
- Ensuring integrity of
testing
- Reviewing urgent requirement
for test based lab. capability
- Monitoring programme
of implemented system
- Handling complaints
and carry out analysis
- Conducting inter laboratory
comparison tests
- Monitoring programme
of approved labs.
3.
Assistant Director Grade-I
- Supervising the tests
conducted by different technical personnel
- Identification of improved/new
test facilities and their procurement
- Identification of quality
problems and proposing suitable corrective
and preventive actions to the
Head for approval
- Implementing decisions
and directives of the management
- Maintaining master list
of internal and external documents
- Providing support to
the clients for witnessing the test
in case of dispute or as required.
- Diverting samples internally
to other sectional Labs. of MSME for
the tests related to them according
to their capability.
4.
Assistant Director Grade II
- To Receive samples duly
identified with No./Code No. along
with specific test/calibration job
cards
- Monitoring standards
in use of conducting test/calibration
and relevant specification mentioned
there in
- Preparation of Documents
for NABL requirement
- Preparation of relevant
standard solution as and when desired
- Testing/calibration
with respect to relevant national/international/user
specification
- Preparation of test/calibration
report and submission to Deputy Director
- Maintenance of raw data
- Update the knowledge
on latest national/international standards/latest
methods
- Identification of specific
test/calibration equipment
- Procurement of regular
consumables in the section as identified
and indented for procurement
through Deputy Director
- Performing the job in
a professional manner so as to achieve
high customer confidence and achieve
reliable results.
- Carry out correct interpretation
of the requirement stipulated by the
customers or those given in
the standards and give opinion, if
desired by clients on the results
obtained.
- Take corrective and
preventive action in the even of quality
problems.
5.
Investigator
- Testing/calibration
with respect to relevant national/international/user
Specification.
- Preparation of drawing
for shaping of sample as per the relevant
Specification.
- Preparation of test/calibration
report and submission to Deputy Director
- Re-testing of samples
in the event of complaints those referred
to Deputy Director
- Equipment maintenance
through Annual Maintenance Contract
- Maintaining required
test conditions for conducting the
tests
- Identification/Marking
of samples as per code
- Maintaining operational
integrity and protecting confidential
information
- Performing the job in
a professional manner so as to achieve
high customer confidence and achieve
reliable results
6. Skilled Worker Grade I/Skilled
Worker Grade II
- To assist Asstt.Director
Grade II/Investigator for conducting
tests and calibration of the jobs
- House keeping of the
laboratory
- To prepare the samples
for testing as per national and international
standards.
7. Helper
- To assist Skilled worker
for preparation of samples
- To help the Testing
Officers for conducting Tests by fixing
the samples.
Following
are the non-technical posts in MSME
and the duties attached thereto
1. Office Superintendent
- Distribution of work among the
staff as evenly as possible
- Helping and advising the staff
- Management and coordination of the
work
- Maintenance of order and discipline
in the section
- Maintenance of list of residential
addresses of the staff
2. Upper Division Clerk
– He works under the orders
and supervision of Office Superintendent
and is responsible for the work entrusted
to him.
- To see whether all facts as are
open to check have been correctly
stated
- To point out any mistake or mis-statement
of the facts
- To draw attention where necessary
to rules or regulations on the subject
- To put up the guard file, if necessary,
and supply other relevant facts and
figures
- To bring out clearly the question
under consideration and suggest the
course of action wherever possible.
3. Stenographer
– Some of specific duties are
as under
- Taking dictation in shorthand and
its transcription in the best possible
manner
- Computer typing of the final test/calibration
reports
- Attending the telephone calls and
visitors in a tactful manner
- Keeping an accurate list of engagements,
meetings etc. and reminding the officer
sufficiently in advance for keeping
them up
- Maintaining in proper order the
papers required to be retained by
the officer
7. Lower Division Clerk
Lower Division clerks are entrusted
with work of routine nature like registration
of dak, maintenance of section diary,
file movement register, indexing and
recording, dispatch, preparation of
various statements and submission
of routine and simple draft etc.

PROCEDURE FOR OPENING OF JOB ORDERS
The manufacturing units, traders, suppliers in
Govt./Semi-Govt./Private or any others intending
to avail of the Testing/Calibration facilities
available in here are required to approach this
Centre with details about their Testing/Calibration
and standard requirements in writing to the Director,
Regional Testing Centre(Northern Region), Sahid
Capt. Gaur Marg, Okhla, New delhi-110020. On receipt
of the request from the clients, desired quantity
of samples, necessary testing charges and time
required to complete the job are informed to the
client. The testing/calibration charges, which
are nominal, can be paid in cash or by Demand
Draft/Delhi Cheque in favour of MSME-TESTING CENTRE, NEW DELHI (Formerly
Regional Testing Centre (Northern Region), payble at New Delhi. After receiving
the same along with the testing/calibration charges
in advance, the Job Order is opened, a copy which
is handed over to the client after receiving signature
of the client. The test/calibration desired are
conducted and the report is prepared and handed
over or sent by post to the client.
TRAINING FACILITIES
In order to improve the skills of the testing
personnel from Small Scale Industries ansd Other
Organization, two types of trainings are imparted.
• 3 months training on
Testing/ Calibration to Science Graduates in the
field of Chemical and Degree/
Diploma holders in Electrical, Mechanical and
Metallurgy Disciplines.
• Two weeks specialized
training in specific field of Product Testing/
Calibration.
